A $561 million municipal bond deal tied to Resorts World Catskills in Monticello has been delayed as investors seek independent legal counsel before proceeding. The bonds, to be issued through the Sullivan County Resort Facilities Local Development Corp., would allow Genting Group to acquire the resort’s land, refinance debt, and secure a long-term management contract. The resort, which opened in 2018, includes hotels, restaurants, a spa, golf course, and event spaces. Genting is also competing for a New York City casino license, proposing a $5 billion expansion of its Aqueduct Racetrack venue in Queens.
