The MTA

The MTA plans to rezone a block on East 125th Street in East Harlem to allow a developer to build a mixed-use building with up to 684 apartments above the future Second Avenue subway extension. The development, on MTA-owned land, would include 5,000 square feet of retail and a subway entrance. A quarter of the units would be affordable. Revenue will come through a ground lease and PILOT payments. The rezoning uses the City of Yes framework to allow greater density. The project won’t be completed until 2032, and an RFP will be issued once subway construction begins.
